ESOL Program and BEST Information Placement into proper NRS levels using the BEST: Please make sure your Assessment people are using the NRS levels for ESOL placement. SPL levels are NOT the same as NRS levels. They are in the OPAS manual (ESOL Educational Functioning Levels). But to make your lives easier:

BEST Oral (Form B) NRS BEST SCORE Level 1 = 0-15 Level 2 = 16-41 Level 3 = 42-50 Level 4 = 51-57 Level 5 = 58-64 Level 6 = 65+

BEST LITERACY NRS BEST SCORE Level 1 = 0-7 Level 2 = 8-46 Level 3 = 47-53 Level 4 = 54-65 Level 5 = 66+ (BEST Literacy does not test beyond Level 5)
