Funding FAQ


1. How do programs implement all these changes with level funding?
Answer: Programs will not experience level funding in FY 2001. Plan to implement as resources will allow. New requirements will usually require an adjustment to the program plan including, changes in staffing, duties, etc.

2. How is funding allocated at the local level?
Answer: Current levels were based on proposed budgets contained in the FY2000-02 three year application. A standard percent of additional funds for FY 2001 was applied to all S1 grants.

3. Are we to pay a facilitator with ABLE dollars to facilitate orientation, or can they be paid with other funds?
Answer: Either option is allowable.

4. Do we cut hours from class instruction to be able to meet these requirements?
Answer: We hope not, however, it may become necessary in some cases. Remember Title II of WIA expects programs to be of "sufficient intensity and duration" to help students achieve their primary/secondary goals.

5. Will volunteers and/or staff be paid for BEST training?
Answer: Not through the state or regional resource centers. Local programs do have the flexibility to pay staff if their budget allows.

6. Since the federal government is cutting back on funding, who will be responsible for the financial responsibilities paying for locking filing cabinets, additional paper, etc.?
Answer: If your program does not currently have locking filing cabinets, it is out of compliance with the Indicators of Program Quality. The federal government is not cutting back on funding. In actuality, all programs received an increase in FY 2001.

7. Must we cut services to pay for these new regulations?
Answer: We hope you can re-think your program so that this does not happen or is minimal. If reductions in other parts of the budget are needed, all non-instructional items should be reviewed. The bottom line, however, is that if we don't meet the federal requirements of the new Workforce Investment Act, we may no longer receive funds to provide any services to our students.
