NRS and O-PAS Summary


The NRS makes significant changes to the prior state reporting requirements, the Annual Statistical and Performance Report. The following list summarizes the changes and highlights the new and significant features of the NRS and O-PAS.

  1. All ABLE programs will use the required State version of the Student Registration, Student Progress and Student Exit forms.

  2. Only students who are served by the ABLE program for 12 or more hours will be considered enrolled. Goal attainment for students who are served less than 12 hours will no longer be counted for enrollment.

  3. All programs will complete the Student Registration Forms for any person who completed orientation even though he/she may drop-out before reaching 12-hour enrollment status. In this way, the state will be able to gauge all student activity and project a realistic view of services provided by the program.

  4. All programs will be required to use the 12 state adopted functioning levels for student placement, progress and level completion.

  5. All programs will use the FY 2001 Assessment Policy.

  6. Students need only be assessed in the areas in which instruction will be given (based on student goals).

  7. All programs will attend training on the Ohio Uniform Portfolio System.

  8. All programs will keep a Uniform Portfolio on every student.

  9. All programs will be required to use Ohio's Student Experience Model that details State expectations regarding goal setting, orientation and assessment - among other issues.

  10. All ABLE paid staff will be required to view all 3 O-PAS video teleconferences. More details will be provided. No resource center or consortia stipends will be paid for attending or viewing video conferences.

  11. All ABLE directors should be aware that they compensate their staff from their local program budgets for O-PAS professional development sessions. Directors may need to discuss funding options with their regional consultant.

  12. Each student must choose a primary goal and may choose a secondary goal.

  13. Programs will be responsible to collect and report employment status-data at 3 months and 9 months after gaining employment or exiting the program. This requirement exists for only those students who choose employment as a goal.

  14. All programs will collect and report data on those students who enter post-secondary education and those students who obtain an Ohio High School Equivalency Diploma (GED). This requirement exists for only those students who choose "Entered post-secondary" or "GED" as a goal. Programs are still expected to maintain data on GED recipients regardless of their goal.

  15. Programs may use the O-PAS Local Survey - Short Form to collect follow-up data for GED recipients, students entering post-secondary education and employment (for those students who indicated these goals on their goal form). The O-PAD Long Form may be used by programs that elect to collect additional information.

  16. ABLE directors may compensate staff from local program budgets for follow-up survey activities. Directors may need to discuss funding options with their regional consultant.

  17. All programs will have a computer dedicated to ABLELink use.

  18. All programs will use the ABLELink version required by the State ABLE Office.

  19. All ABLE programs will train designated persons to perform the data entry function required to accurately and effectively use ABLELink.
