Defining Adult Literacy: Adult Basic Education (ABE), Adult Secondary Education (ASE), also called General Educational Development (GED), and adult English as a Second Language (ESL) programs are referred to as "adult literacy" programs or "adult education" programs. In this paper, the term "adult literacy" will be used.
