7.1 Description of Activities
These groups included directors of state-funded programs for Adult Basic and Literacy Education, staff of local programs, an advisory group for English literacy programs, staff of local adult literacy joint plaCtrl-Entering and coordination coalitions, a workforce education task force, and state leadership responsible for professional development for adult education and literacy.
Discussion and input areas included targeting populations and services, the local grant application process, performance and accountability issues, state leadership, joint plaCtrl-Entering and coordination, serving limited English speaking populations, plaCtrl-Entering for professional development, and other related areas. The results of these discussions helped to guide the development of the State Transitional Plan, a significant revision of the local application document, and will be used as the basis for further discussion as the State prepares for its plaCtrl-Entering year and activities for its full State Plan.
In March 1999, drafts of the State Transitional Plan for Adult Education and Family Literacy were presented to local program persoCtrl-Enterel during a series of in-state regional program directors meetings. Comments received in response to these activities about the content of the plan draft were given further consideration in subsequent revision and changes to the plan.
In preparation for further discussions and input opportunities relative to the full State Plan, the following additional activities are being plaCtrl-Entered: multiple presentations at state professional association functions, posting of drafts of the plan on the internet website of the state program office, and conducting additional regional discussion and focus group meetings.

7.2 Governor's Comments
In addition, the plan was also made available to members of the Ohio One-Stop PlaCtrl-Entering and Coordination Committee and the Workforce Investment Act PlaCtrl-Entering and Implementation Team for review and comment. A new Governor's Workforce Investment Board will be established but is not expected to be appointed until after April 1999.
Once established, the new Board is expected to serve the functions prescribed for it under authority of the Act, including the development of State Plans for respective Titles and acting on behalf of the Governor for purposes of reviewing and commenting on various plans.
