8.1 Description of Strategies
(1) Low-Income Students
b. secure data from state CAA program and related employment and economic development services that better identifies the extent and distribution of poverty populations in the state and respective counties;
c. consider including a poverty index factor into regional allocations and individual funding determinations along with performance outcomes of individual programs that effectively reach and serve low-income individuals and families.
(2) Individuals with Disabilities
b. establish more formal joint plaCtrl-Entering and coordination relationship with other organizations with knowledge and expertise in serving adults with disabilities, including the Ohio Rehabilitation Services Commission, a required service partner under authority of the Workforce Investment Act of 1998;
(3) Single Parents and Displaced Homemakers
b. investigate the feasibility of the use of the Internet for home instructional purposes with support from community programs.
c. Establish a more direct joint plaCtrl-Entering and coordination relationship with adult vocational and higher education programs servicing single parents and displaced homemakers.
With respect to improving identification of all service populations, the Ohio Department of Education will engage in joint research and plaCtrl-Entering activities with other partner programs that also serve these same groups. Such programs include, but may not be limited to, WIA Title 1 - the State Workforce Investment System, Employment Services, Temporary Assistance for Needy Families, Ohio Works First, and Postsecondary Adult Vocational Education.
At the local Workforce Investment Board level, Adult Education and Literacy providers will be represented on local boards and participate directly in the development of local area plans, including joint identification of selected common target populations. Local Adult Education and Literacy providers will also continue to participate as a direct service partner in all designated One-Stop Employment and Training Systems in Ohio.
